To be honest I have slowed up on buying into new stuff of late because space and the fact I have almost to much chip stuff.
This guy is quite good, So I have one more this year, the first chip guy this year and music stuff.

Yup this sounds like the sega genesis sound chip set. Nice track though.

Some more example of 8 bit and 16 bit in a single track, check out the opening to streets of rage on the genesis, and the opening to Gundam wing endless duel on the snes. Its actually not an uncommon practice, a lot of old games did stuff like this, final fight 3, and spanky's quest on the snes are 2 more examples, streets of rage 2 on genesis, and the megaman network battle games on gba are another great blend of 8 and 16 bit music.

Another example is Famicom Detective Club: The Girl who Stands Behind.
The Super Famicom/SNES version starts out with 8-bit instrumentation for the intro cutscene before it transitions into using SNES instruments.

You've forgot the video games Undertale and Deltarune. Although modern by standards but me being a big fan of it, Undertale and Deltarune by developer, composer, publisher... well, everything... Toby Fox not only mixes 8/bit and 16 bit music, but also adds contemporaneous and actual music instruments. I hear their soundtracks all those thays, even I have a so called sample sheet compiled by their fans. I'm trying to make music inspired by him but in a different DAW than the one he&their fans use. I have some of the soundfonts and VST's used. Even I told my music teacher to make or compose something with them.

There are definitely some talented people out there, IMO after all these years though the real MVP surely has to be Tim Follin and a lot of the time brother Geoff because basically anything from the 80s and 90s that guy did was on real hardware and was in a league of his own. Know it's not really 8-16 bit crossover, but like... idk that's not overly impressive to me personally mostly because the resources to do it are much easier to come by now than having to do all this on actual hardware.
