I have no idea, but my initial thought was, maybe Windows 10 won't let programs write to their installation folders any more, so the game can't write out the cheats file? Not sure what to do about that if so. The cheats are universal E.G. not tied to your computer or your registration when the game was commercial, so if you need them I'm sure someone can paste them.

Check in c:\users\username\appdata\local\virtual store\program files x-86
If you find an l-works and super liam directory their, that's where the cheats file will be.

yep, virtual store made for older programs to still be able to write their information and retrieve it as if they actually were writing it to the place in question.

That Readme was almost certainly not updated since it was written many years ago, when Windows 10 hadn't even been thought of, so that's why it says that folder.
