I'm not sure what you mean. It's pretty straight forward to paint a car. You just select the area on the car you want to paint, then select the color. Just listen to the narration, and it'll tell you what buttons do what. If you mean creating vinyls, that still isn't accessible. However, if you have someone create the vinyl for you, you can then apply it to the car. The process for doing this is similar to the painting menu, except you can move it around on the part of the car you have selected and rotate it and the like.
