@194 yep the deadline for consoles to comply with CVAA was 2015, which is the year that both Xbox and PS gained USA-only text to speech covering the chat functionality and the menus needed to navigate to it.

The reason for asking for a source on that info about chips is because there's a very big difference between there being some kind of hardware that generates the text to speech solution, and the text to speech solution looking for the presence of some hardware to validate whether it should run. The former is permanent, the latter can be patched out.

Do you have a ps4 yourself? If so, would you then be interesting in helping making a lot of research regarding why the TTS won't work outside the US? Long time ago, I got some sighted assistance to help trying a lot of things to get it working. But those people weren't technical enough to help with all I wanted to try. No, I'm not talking about cracking the ps4, jalebrake etc.
There are so many people world wide who want the TTS which is released in the US only so badly. I am personally not asking for an updated TTS. Not either a TTS in my own language. The only thing i'm asking for so badly is simply the TTS which works in the US, which just reads the game library, so blind gamers are able to launch the game they wanna play. That's all, nothing more. But, Sony does not care. Not at all. I have been in contact with Sony US which wouldn't talk with me because I'm not from the US. I have been in contact with Sony in my own country, which do not wanna talk about the TTS, because that's not released in my country. So if blind gamers want the TTS outside the US, we need to find our own solution. We need to figure out why the heck it won't work. But this is extremely difficult when I need sighted assistance to do all the geeky stuff I wanna try to see if it's possible to get it working.
Regarding the chip: Sony hasn't confirmed that for sure, and they properly won't say anything about it. That's a rumor I saw on a forum years ago.

I was testing remote play today and you know what? OCR is working perfectly fine. I can do almost everything on my own in the menus and games library.

Well, fi your connection is good enough you can launch games on your PC but also play the games on PC too! You need DS4 controller to be connected to the PC and  the remote play  to on in playstation settings. After that just use remote play app which is completely accessible.

Remote play's cool. A lot better than the xbox streaming app. I use it to navigate the home screen of my ps4.

@203 I do have a PS4, it's something that only Sony can remedy though. There was some twitter chat about it the other day, developers who worked on The Last Of Us 2 saying that they would be lending their voices to the cause of getting it fixed. That doesn't mean it will be of course, but it's still a nice step.
