Well, Espeak has a version for SAPI...
Other than that, maybe RH Voice? I like SLT the best.
Question is what's good for 64bit these days. Other than Vocalizer, Eloquence, and RH Voice. I know Espeak has a 64bit but it's reported to be the one that clips the ends of utterences.

Another honorable mention for a free and responsive SAPI 5 voice is the classic Windows XP versions of Microsoft Sam, Mike, and Mary, if you're in to those.
Jake Gross has an installer that lets you install one or all the voices and use them on modern versions of Windows. It also works on 64-bit versions of Windows as well, which means separate voice entries will show up in the 32-bit and 64-bit Text-to-Speech control panels.

I actually didn't create that installer. This was created before I created my own, so I am hosting this one instead because it is better than my own.
Earlier post mentioned Espeak-ng. The synth does not available for sapi5 voices. Someone feel free to correct me in this.
Ah, that's why when I installed using the MSI installer, and I couldn't found any espeak voices in my sapi5 voices list.
I really don't know if that's fixed since I don't want to have an old SAPI 5 eSpeak version. Talking about it can eSpeak NG convert phonemes so I... umm...
@rwbeardjr, I'd generally consider it still experimental though as it uses nvdacontroller and it doesn't work 100% of the time. Still, go ahead and try it; it's pretty cool, just a word of warning.
