yes there is, and it is called flite which is based on festival

oh I think I did not quite correctly put it. I need access to native speech output systems.
sapi on windows and speech-despatcher on linux.
similar to tolk or UniversalSpeech.

There's tolk, accessible_output2 and the most prominent for native speech systems (in python at least) called pyttsx or pyttsx3 if you're running python3.

Tolk is windows only, though if your looking for native TTS access, the previously mentioned pyttsx and pyttsx3 are probably the libraries you want, since they only support native TTS systems.
