hi, I just got a computer running windows 10 with narator, I tried to install vurtual recorder on it, but it said apps that are on the microsoft store. How can I run windows apps that are not on the microsoft store?E

Your computer is probably running Windows 10 in S mode, which only accepts apps that are on the Microsoft Store.
To get out of Windows 10 in S Mode, you'll need to do some things in the Settings app.

According to Microsoft's Windows 10 in S Mode FAQ:

Switching out of S mode is one-way. If you make the switch, you won't be able to go back to Windows 10 in S mode. There's no charge to switch out of S mode.
1. On your PC running Windows 10 in S mode, open Settings  > Update & Security  > Activation.
2. In the Switch to Windows 10 Home or Switch to Windows 10 Pro section, select Go to the Store. (If you also see an "Upgrade your edition of Windows" section, be careful not to click the "Go to the Store" link that appears there.)
3. On the Switch out of S mode (or similar) page that appears in the Microsoft Store, select the Get button. After you see a confirmation message on the page, you'll be able to install apps from outside of the Microsoft Store.

Oh and also, you really, really don't want to be using narrator for anything. It's laggy when doing just about anything, the API is super buggy and no audiogame devs i've herd of use it so chances are you'll be stuck with sapi for playing games, you'll want to get either nvda or jaws if you have the money for it.
