From what I am reading online, PS4 firmware 3.0 is in beta testing, and there are mentions of accessibility improvements.
- You can now change the speed for automatic text scrolling in Settings > Accessibility > Auto-Scroll Speed.
- Accessibility features are now available when playing content from Blu-ray Discs™ or DVDs. Application of these features has also been expanded.

I just read that in PS4 firmware update version 3.00, Youtube streaming is being added--yes! Along with this, there's some interface enhancements, a new comunity events feature, but whatever. I'm hoping that they implement full speech support into the GUI with this update, or that we get more than what we've got. What we have now is unacceptable for long-term usage in winning over the blind.
Yes, Youtube stream is being added which sounds really awesome, but I've read that it's only up to 10 seconds for each clip, which doesn't sounds impressive.
eh. I'm not holding my breath. The way they handled the TTS for people outside the states has been... well... shitty. It's there, even though it isn't there. Just... errr... change your language and it will turn up. Probably... maybe... I Dunno... leave me alone!
Imo it's been put in there to tick some box so that they aren't breaking some US law. Correct me if I'm wrong but don't you guys have something like that over there? Something about access to multi media devices or something.

Well, the new improved tts is certainly something! I'd say about 70% of menus are read out loud, meaning the system UI, of course. Hopefully things improve further still with the next update!
audio I recorded about ten minutes ago. I would say less than 75 percent of menus talk. Let's say. 20 if that.

Aww. To the post above me. I was hyped for a little bit lol. OH well.
In my opinion it is already worth buying, perhaps the more blind gamers buy the console, the more they will notice how much we want it. Now, for buying a Ps4 to someone outside the Us, and still getting the accessibility firmware... Let's say, perhaps if I buy a Ps4 from the Us it would work well even with my brasilian account?

I would say more than 20. The home screen and function screens are entirely read, and even if that's not a whole lot more, that's a vast improvement. The quit menu is read, as are some of the settings. And at least it's kind enough to tell you that tts isn't available here, though I don't understand how hard it is to code that.

is the TTS available out side of the US? this would make it so much easier to navigate the ps4 interface.

It's only specifically for US english. This makes me a little concerned considering that there are all the other regions of the world, and makes me wonder if it isn't just because they're wanting to get by the part of the ADA that says that everything has to be accessible in some form. In any case, I hope it improves quickly through the next few updates. This almost feels like a tease... I hope they don't pull a microsoft and let it lie like the half-assed job Narrator seems to be. I hope Sony takes the Apple approach and builds consistently as much as possible. I'm curious as to why it's taking so long to implement it to all the system UI, if not actual games...

The ADA doesn't apply at all to consoles, the relevant bit of legislation is CVAA, which from October 8th onwards applies specifically by name to consoles and gameplay services (but not games, games have an exemption until Jan 2017, with the option of applying for another exemption after that). It is some pretty serious stuff, $100,000 per day fines for infringements.
CVAA stands for communications and video accessibility act, so it only applies to those two things. Video meaning broadcast video, i.e. being able to have customisable subtitles for TV footage or Blu-ray, and communication meaning party chat, messaging etc.
On the plus side some of what they have implemented, for example text to speech in the web browser, does not relate to CVAA at all, so they obviously have some interest at least in going beyond basic compliance.
PS4 aside it applies to communication and brodcast video functionality in all consoles, so Vita, Wii-U etc, and also communication and broadcast video functionality gameplay networks, things like Steam and Xbox Live.
The usual USA legislation rule about company size applies, so doesn't affect anyone who has less than 30 employees, e.g. itch.io
