I had this error too a wile ago, I don't remember exactly how I solved the problem, but i think that I just ran the game as an administrator, maybe it will help.

Thanks, it worked for me, one more question, the objects in the object menu are weirdly named, is it a weird or why does the names look like this? ・ｽS・ｽ・ｽ・ｽﾌド・ｽA at 10 height 0, note, i am on stage 5 3 just incase

This most certainly means they're not translated.
For two reasons, I play the japanese version of the game using JGT.
First, the story is not translated and in stages 4 through 6 of the english version, some really important story scenes are supressed.
Second reason is that all stages and levels have a name only in the japanese version.
