You can't. Sorry. That's the blunt truth. Everyone free will shut you off once they detect that you've got all sorts of weird downloads coming in. Just a matter of time.
Google Cloud will give you $300 in credit and has a free tier for their VPSSs, but you'll still get charged for bandwidth if you go over one gigabyte.
Figure out how to get $10/month plus an additional $30/year, that's your only hope for stability. Or get someone in the community to run a server. I'd consider it, but this community is too untrustworthy overall for me to do that--but perhaps there's someone braver.

Itch.io for games. Something like netlify.com if you don't mind static HTML. Neither should just delete your files unless you're doing something shady.

@1: if you just want to make a website, where users could download your game, then search for a good hosting service.
My website runs on endora.cz and I'm satisfied with their services. For about 10 euros per year, I get 3 gb of free space, database access, website email, unlimited traffic (if I remember right), great speed, and automatic setup of ssl certificate.
I don't need more, so this is quite a good setup. there are many hosting providers just in Czech and Slovak republic, like Websupport, Hostuju or Webnode, and I bet there are tons of them in other countries as well.
You can get even free hosting, if you don't have high requirements. Hostuju for example offers 1 gb of free space, the only condition is that you include their banner on every webpage of your site.
Endora has a similar program, also with free database access, which places their banner on every website automatically.
And I have ever seen, believe it or not, a free asp.net hosting. The available space was just about 25 mb, but even that is enough for small websites, especially if one wants just to practice before he / she purchases some more space or resources.
So there are options, just look around, and you'll find many tutorials and comparisons on the net.
As for vps, noone is going to give you that for free, but I guess you already know this yourself.
However, if you want to run a server to your game, and it's not some stupid clone, I think some people here will be willing to give you a hand. Chris was offering this kind of stuff some time ago, if I remember right, I saw Simter writing something about sharing a vps, and I'm sure there are more. They might want to require the source code while you're an unknown developer, so they don't get infected, be prepared for that, but other than that, I think you'll find someone for this.
In the worst scenario, you can make vps even in your home, either from your personal pc, or by purchasing a special server machine. I don't want to delude now, so you might want to verify this yourself, but a small box connected to Internet with preconfigured Linux and a great internal space can cost just about 100 euros. it's a bigger investment than vps from start, but then you have it almost for free, whereas for vps, you pay forever.
of course it's not the same as a big company, prepared to handle 100000 connections per second with army of servers and defend against ddos attacks at the same time.
But for small and middle sized projects, it should be greatly enough.
Of course only in case you have a good Internet connection, otherwise your downloads will be terribly slow.

@13 not for games, cause it has a js thing that keeps most auto updators from working and also it has a 10 mb filesize limmitation which is really not optimal for games.

Hmmm I'd actually like to use keybase, but the windows client is just weirdly designed.
Its sort of accessible but nothing is labeled as such and well if I could get a good keybase client which is not the official keybase client then I'd use it in windows.
I know those on mac etc have little trouble.

actually, no, you don't. I could quickly whip together a program that allows you to push the update withhout me even having to be online if you wanted to.
No that would be dumb IMO. Honestly it would be way better to just have direct access, not have to bother with someone else's stuff. That's just not something I would do.
@1, I can host you. There are only 2 condissions:
1. You have to have a domain. You can get a free one here.
2. You code your own pages. I can help you, but I won't hold your hand.

As others have mentioned, itch.io is a pretty good platform, that I think is mostly accessible. If not, the admin is pretty approachable and may be able to work something out. Hosting is free with no apparent time limit, though there are some file size constraints. If selling your game, you can also decide how much of a cut you want to give itch.io for their service, for reference Steam traditionally asked 30%, though since their little tiff with Epic Games thats been negotiable.
