Have you tried reinstalling osara plus it's keymap. Do you have any program that is maybe globally looking for the f7 key? Just a few things I'd try.

I've uninstalled and reinstalled them both and how would I find out if any programs might be interfering with the f7 key?

Have you tried hitting F4 to open the actions list, then tabbing to the find shortcut option, and pressing F7 to see what it finds? When you tab back to the list, the highlight should be on track toggle record arming for current last touched track. If it isn't, them maybe find that item in the list and add the f7 shortcut manually.

That is definitely a weird problem. I certainly never heard of that happening. I wonder if you have an add-on that could be using the F7 key. I wanted to keep speech history, but it also uses F12, which enables or disables keyboward shortucuts  in Reaper. So, is there a way to keep this add-on in other applications but have it disabled when using Reaper, or have it mapped to a different key that it doesn't use?

I fixed that problem, thanks liam, but I don't know if this is another program issue, or if i'm just a moron, lol, but I am trying to add a pitch correction effect to one of my vocal tracks, and I can't seem to check any of the check boxes, it just starts playing the track.

Shift space works most of the time.

also try NVDA plus numpad enter if using NvDA. Shift space will work sometimes, but not always.
