Hi everyone I want to develop a website and I don't have more knowledge on php and javascript.
so i thought of making website by word press, is it accessible or is there any other website creation tool which is accessible.

Yes, Wordpress is probably accessible I've used it a lot for local development purposes, as well as on my server for the website.

It is important to also realize WordPress can be self hosted or hosted by Automattic themselves.
I'd checkout https://wordpress.org vs. https://wordpress.com so you understand the difference. The post editor in the latest version of WordPress can also be a bit annoying in Chrome and Firefox with NVDA, this small plugin takes care of it.

It's a little tough to wrap your head around at first sometimes, but it is accessible and it does work. WordPress self hosted is also very developer friendly, you can easily learn PHP and JavaScript from extending your WordPress site.

There are lots of tutorials out there for wordpress, but if you're asking for the tutorials maid specifically for visually impaired people, no.

Or at least, I don't know of any free tutorials that exist. I know there is the tutorial/course from Mystic Access, but it is $99 us.

I usually getting a PDF/epub book to read, and practise wiht my own computer, before uploading my website to the real server on the internet.

You can have problem with new editor in Wordpress 5.0.
I changed it to old, easier using plugin classic editor.

Or you may try Drupal, but it's your choice really. Both Wordpress and Drupal are good.
