How do I create a Top Speed server? Whenever i create one it never works!!! Could someone explain it?

Well, if you mean that nobody can connect to your server, my advice is to unblock your firewall. I can not remember the port but you will find it in the readme.
Another possibillity is that you gave out the wrong ip address to the person playing with you. Your local ip, if it starts with 192.168
then it's a local ip. Usually people can't connect; I have done that through personal expierence. If you are behind a router go to
http://www.whatismyip.org
and press ctrl+home. Your ip is there.
