As it stands, pms don't tell you if you have any new ones, so what motivation is there to check, compared to, say, the new posts which actually does work? I'm still really shocked even after several years now that the pm system does not show how many new messages a user has.
As it stands as well, even us admins can't really fix it. We don't have access to the code.
