So there was a podcast that I can't remember I think it was on the blind tech podcasts. Someone was using a vm and it sounded very responsive. Is there any vm's that have lo latency?

Nope. This just is not possible. Even Linux with PCI passthrough is not going to get you the speed of a physical machine. Your going to have at least 100-200 MS of latency. Perhaps a bit less if you metal in settings and stuff but you won't get below 20-40.
