Yes, and the same as you would in any other format. The side-scrollers with randomly-placed enemies and obstacles are sorta-kinda procedurally generated content. More like what this usually refers to would be, say, Sengoku Jidai's maps, or Grave of Redemption.
As evidenced by including Sengoku Jidai in the list, it's not necessarily easy to do well.
DLE does this, also. ... I think I might rely way too heavily on this method of content generation
