Its rather unfortunate that past two weeks had been lost, even more unfortunate is the apparent loss of the sound list kaigoku had put together. The good news though is there's a google cache of the page I was able to scrape to salvage most of it, if kaigoku would like to restore the original that would be great, but in the mean time... Contributors were defender, UltraLeetJ, ammericandad2005, myself, and of course kaigoku, heh.

soundjay.com - has overlap with soundgator and soundeffectsplus. The three websites are owned by the same company. This website doesn't have similar limitations, but may have far fewer sounds.
zapsplat.com - A mix of user submitted content and material from professional sound libraries.
ogsoundfx.com - A small amount of decent sounds which can be purchased.
pacdv.com - A smaller collection than other sites, but quality is decent. This direct link points to the URL where sounds can be found. The main site's homepage is a bit inaccessible. It seems like sounds found here are free.
pachd.com - More free sounds. The direct link to sounds is here to avoid going through the main site.
noiseforfun.com - Wacky synth stuff but could be useful in certain cases.
soundiage.org - Free music, sound effects, and even images for projects. Attribution is required.
asoundeffect.com - Sound libraries available for purchase.
If you are one to stick to licenses, I encourage you to read carefully before buying whether you can use for noncommercial or commercial, multiple uses, etc.
Also, an added bonus, some of these sites also offer royalty free music. Again, use your best judgement when browsing.
