I have the same issue with an Arch VM.
When does this happen: on the install CD or after?
Post 1 said that it happens on Mate installed, so I assume this happens after the installation.
Try installing the pulseaudio package from the repos. sudo pacman -S pulseaudio.
This isn't a vm and I have my headphones plugged in and I can get audio on the speakup but not orca for some reason.
So that is deffinitly the pulse problem. Install it.
Make sure pulseaudio is installed.
First: arch itself doesn't use Orca, because it's a console system
2. Do you use talking arch image?
3. If yes, type: alsamixer and press enter, wait several seconds, press up arrow some times and check if you will get speech.
