Goldwave can be found at goldwave.com. There is an editor called Audacity too. It exists in several languages and I have found the beta accessible, even more accessible than the previous.

Goldwave is not free. It is less expensive than many other audio editors such as soundforge, but it is not absolutely free.

Audacity is. Take the beta, the 1.2.x versions aren't very accessible.

Audacity is definitely the best free audio editor out there. If you are looking to edit advanced settings then it is worth giving Adobe Soundbooth a shot (not for free though).

Audacity did not recognize the type of the file
If it is uncompressed, try importing it using "Import Raw".
