So the IOS app allows you to do this, apparently. I don't know, because I just got my subscription today... but can one access descriptive audio and have subtitles read aloud through the web interface? I can have subtitles show up, but I need to manually read them so it's hard to keep up to speed since they keep refreshing. Thoughts?

Yo Assault Freak. As far as I know, only the web version of Netflix allow us to read the subtitles properly. And yes, it is done manually, which is a bit hard to get used to, and may require a few attempts to catch a certain phrase here and there.

From what I recall, even in iOS this is not a feature available until iOS 11, which as of now hasn't been released. Don't ask me about the web version though, not a clue.
