there is, read that. you're gonna need sounds, and a bit of editing skill. its best of you can get a recording, or download sounds for the engine you want to use at idle, at low, med and high RPM so you can make the best possible combination from that.
I'm more familiar with track making tbh.

ok lets start.
firstly you will take a look at the custom car in the tracks or custom tracks folder of the topspeed game.
then go to notepad and then just copy the info the way you want your track to be.
and there you are. just save the file extention of your notepad document as a .trk file. record your car name sothat it can play in the main menu, and save it in the tracks folder.
then lastly get a car sound and put it in the cars folder. and there you go.
