Hi,
I found the microsoft plus! desktop themes that came with windows 98 and windows me.
They work on windows 95 all the way up to windows 8.1.
The download link is,

To apply a theme to your computer, do the following.
1. go into the extracted plus! folder.
2. Run themes.exe. 3. Select the theme you want from the list and press enter. 4. Press tab until you get to the ok button, and press enter.

Other than being something for your sighted friends to look at, what good are themes to blind or visually impaired people except to give them some new Windows sound effects.

Anyway, I still have Plus for Windows XP that came on two CDs. Not sure why I bought it, I've never bothered to use themes except to switch XP to its Silver theme because I thought the Blue theme it defaults to was a bit eye-popping to look at all day.
