Sure is. if it's a .wav file you can use windows's build in sound recorder, open the file and select "save as" then in check on what is the sampling rate and bitrate, cpress enter on "change" and select in the "atributes" combo box the sampling rate of the file and the original bitrate and pick "mono" and press enter, shifttab to save and press enter, confirm when asked if you want to over write and you're done.
or, if it's not a .wav file you may use goldwave, load the file then select "save as..." and tab to "atributes" and select the original bitrate, mono. shift tab to save and press enter, click "yes" to update the window and you're done!
