From my personal use, a tablet (with a keyboard) is easier for taking notes at uni. It's easier to carry around a light tablet rather than a heavy laptop. If it's an Android tablet it should come equipped with TalkBack and if it's an iPad it should come with VoiceOver so basic accessibility shouldn't be an issue out of the box.

For study I use MIcrosoft's OneNote, which is a note taking app. It's available for both Android and iOS, also PC and Mac. Its min advantage is it synchronizes my notes across all my devices. In fact I get an Office 365 subscription through my university and this means I can also use Word online, edit documents on my laptop at uni, save them to Microsoft's OneDrive, and then continue working from home. I don't mean for this post to be a pitch for Microsoft products, but with the Office 365 license that I get through my university, it is very easy to work across multiple devices, including a tablet, a PC, and a Mac.
