do the mini upnp port redirection thing, either that or find the right port and open it in your router, but the redirect will be easier.

If you're absolutely sure the port is open, my guess is that your Internet service won't let you open any ports. Give a friend your IP address and a port you know is open and see if they can connect. If not, that could be your problem. If it is, I have no idea how or if you can solve the problem.

i did i give my i p to my friends and they can play on my server; but the problem if i create 1 no one can see it on the list

That's a different issue entirely though, and one I'm not sure of. If they can connect when given the IP, it means your firewall is either off or allowing the connection, and your port is being open for them. SO, if the server doesn't show up in the list, I'm really not sure.
