Specifically talking about the TTS functionality here, regardless of its current limitations.
I know, a while ago,  the prevailing theory was that PS4 accessibility options were only available in the US with hardware restrictions etc, but has anyone tried using the options by switching their language to english US outside of the region?  Just wondering as I'm not sure what works and what doesn't atm and wanted to clarify.

Hi.
Yes, I have tried to change the region settings. I even removed all the data on my ps4, installed a US firmware and that didn't worked either. The limitation is because of the different hardware on the US models. Sony don't care at all, so I'm slowly switching to the XBox.

It's because here in the US, there was a specific fcc mandate that required it in the communications chat. Sony did exactly that, with no further intentions to keep it going. The XBox is where it's at, as Microsoft is actually dedicated to the accessibility.
