So I was thinking if you encoded a file in base64 then sent it to someone in a text file they could decode that file back into its original file. Is this even possible?

In a nutshell, yes it is, that is how email attachments are handled, and you can pretty much send any file as an email attachment.

Whether the other side gets it depends on how their inbound email server is set up. For example, at my last employer, our inbound email server removed all attachments that looked like they might be executable. It didn't matter whether they were executable or not, if they looked executable, they didn't get through.
