Hmm, It seems that you need to discover what kind of structure the file has and change it format to fit it. Then you can use my program, Ravi Player or aprone's Wave Machine to read it using NVDA. I am only familiar with the structure of .srt files. they are structured like this:

If the subtitles you have are like this, change the format to .srt and use one of the mentioned programs. Ravi Player supports .sub, .vtt, .ssa, and .ttml as well, but I don't know about how they are structured. Hope it help.
I found a program called KM player but the problem with it is that it reads everything doubled, sometime even trippled
