I heard that this is used on the NOAA weather radio. For those who don't know what this is, it's an emergency weather broadcast system, with over 900 transmitters in the US, puerto Riko and American Samoa. It provides weather alerts and forecast information. It uses the Scan Soft Tom voice, and one called Donna.
Does anyone have an idea where I can get the scansoft Tom voice? I had it about 2 years ago, because one of my friends gave it to me, but that computer has long since crashed.

Steve, first of all the voice in question is no longer called Scansoft Tom. Since Scansoft was acquired by Nuance all of the Scansoft voices have been renamed to Vocalizer. There for the voice in question you are looking for is now called Vocalizer Tom not Scansoft Tom.

As for the Vocalizer voices such as Tom you have to purchase the version for your adaptive software. It is no longer sold as a stand alone Sapi voice and is only sold as an add-on for your screen reader or similar adaptive software. So if you want a version for Jaws, NVDA, Text Aloud, those require separate licenses and must be obtained through your adaptive technology manufacturer.

Sincerely,

A few years ago, I purchased Samantha, the female counterpart to Tom. At that time, I had to buy it in conjunction with TextAloud, and the voice wouldn't install without TextAloud being installed first, but once installed, it was available as a SAPI5 voice. Have they stopped making the voices available to other applications via SAPI5? I use Samantha in conjunction with APH Book Wizard Producer, which uses SAPI5 voices.

@Steve, if you have the cd for jaws8 or lower, you should have all of that scansoft voices.
I currently don't have the cd for jaws at the moment, but I still have those voices copied, but I can't share it here, unless I got the permission from Dark or other moderators tell me to share them, I'll happy to help. but I'm afraid the copyrights...

You mentioned earlier in this post a voice called Donna. Where can this be found, and isn't it AT&T Cristal? Sometimes I hear that voice on the phone whenever I call certain places.

@Steve, the add on you've mentioned above is only works if you have scansoft voices installed.
