You need to download the android sdk. However, the android for pc is pretty laggy, as it is emulating an arm v7 processor on a computer. It's recommended to get an android phone, then again it's up to you. I don't have the andro vm anymore as whoever was hosting it took it down

I imagine you could also use a Beaglebone Black to run Android, a computer very similar to the Raspberry Pi but running the Arm V7 instruction set instead of the RPi's V6 which also gives it significantly more processor performance in benchmark tests.

You'd have to do some research on that front, I've no experience with Android at all. I only know that Android has been run on the beaglebone black successfully, note I say the beaglebone black and not the original beaglebone which was twice the price for a lower spec.

there is a thing that you can download and use with virtual box that talkback enabled by default. I wouldn't recommend it though.
