After all of my research, I can only conclude that you don't. Somehow there have been several songs made using Flinger, but it looks like the project is pretty well dead (since the main person behind it is likewise). It seems like it never got out of the phase where you need to contact the developer to get the necessary materials, and I have to imagine that even if we could contact him, he wouldn't be particularly capable of sending anything. (If I didn't make it clear enough, he's dead.)
It seems to be a highly adapted version of Festival, though. And Festival is nothing resembling user friendly, especially considering that most of us aren't running Linux. My last attempt to get festival to do what I wanted has left me not fond of Linux.

Basically, if you can get Flinger to work, developing awesome games should be a piece of cake.
